June Construction Update
Contractors are taking advantage of the nice Michigan weather and making progress on all areas of the project. When the project finishes, tentatively in 2028, it will have replaced nearly eight miles of storm sewer in Eaton and Ingham counties and added three stormwater detention ponds.
Abatement and Demolition
The former school and a service barn have been fully removed from the site. The contractor is now done with all demolition and will be demobilized from the site this month.
Stormwater Detention Ponds
Excavation for a stormwater detention pond at 4300 W. Saginaw Highway (site of former school) has been ongoing and is making progress. In July, the contractor will be nearing 50 percent completion.
Outlet Storm Sewer Replacement
Work will conclude on Elizabeth Street in July. The contractor finished installation of new sanitary and water mains along the road and poured driveways. The base course of asphalt has been paved on Elizabeth Street. Restoration will continue in the area this month.
Saginaw Highway Box Sewer
Box sewer installation reached Saginaw Highway. Crews completed the installation of the new sanitary main along Saginaw Hwy from the Thomas L. Parkway/Saginaw Hwy intersection to the west along Saginaw Hwy. Traffic shifted to close the center lanes and allow one lane eastbound and one lane westbound on Saginaw Hwy as crews work to lay box sewer in the middle of Saginaw Hwy.
Neighborhood Storm Sewer Pipe Replacement
Storm sewer installation concluded on several streets over the past month, including St. Joe Hwy., Harvest Ln. and Oakcrest Dr. The pipe crew is continuing to install storm sewer on Meadowview Ln. and is nearing Michelle Circle, which they tentatively plan to complete by the end of next month. Road crews paved the base course for Otis St., Hume Blvd. and Blanche Ave. and poured curb along St. Joe Hwy. We expect to pave and reopen St. Joe Hwy by the end of June. Road crews will also pave the base course on Harvest Ln. and Oakcrest Dr. in the coming month.

Saginaw Hwy Lane Closures Shifted
Saginaw lane closures have shifted to allow storm sewer installation to continue down the middle of Saginaw. Inside the work zone, there will be one lane open to eastbound traffic and one for westbound traffic. There is an alternate route posted along 496 from the I-69 overpass on Saginaw to the Cedar/Larch exit off of 496.
Click on the button below to see a map of the detour route. The Bank ICD construction map is continually updated to show road closures, traffic patterns and construction zones.
Crews will provide property owners impacted by utility disruptions with a minimum of two days' notice by going door-to-door. If no one answers, they will leave a Bank ICD doorhanger with additional information.
Safety First
When a road is designated for "local traffic only" it means that the road is closed to through traffic. However, vehicles that need to access a destination on that specific road are permitted to enter (i.e., residents who live there or visitors to a property or business). This keeps our workers and you safe.
