November Construction Update
Assessment Reminder
For property owners who did not prepay or pay off their drain assessment, the total assessment amount will be spread over 30 years, with installments collected annually. The first installment will appear as a line item on this year’s winter tax bill, mailed at the beginning of December.

Continued Work Throughout the Winter
Despite the colder winter weather, work will continue on the Bank Intercounty Drain. Take a look at some updates below.
Abatement and Demolition
Abatement and demolition continue on the interior and exterior of the former school, located at 4300 W. Saginaw Highway. Roof abatement will be complete by the end of November. Demolition of one of the wings of the building will soon follow.
Stormwater Detention Ponds
Crews continue to excavate and haul dirt to create the stormwater detention pond. Once complete, the pond will span 13 acres.
Outlet Storm Sewer Replacement
By the end of November, crews will be approaching the Elizabeth Street and W. Thomas L. Parkway intersection with the new storm sewer installation. In December, the contractor plans to continue installing pipe to the south, working between the backyards of W. Thomas L. Parkway and Clark Road.
Next year, crews will head back toward Waverly to complete water and sanitary utility reinstallations, as well as the installation of yard and road catch basins. The catch basins collect rainwater and surface runoff and then direct the collected water to the main storm sewer line.
Neighborhood Storm Sewer Replacement
Contractors paused work for the winter on the main storm sewer pipe on Hume Boulevard. Work will resume in the spring on Hume Boulevard heading toward on St. Joe Highway.
On Dibble Street, between Michigan Avenue and Blanche Avenue, the road crew placed a base layer of asphalt. In order to protect the new roadway from damage, the topcoat of asphalt will be placed in 2026 once the constrcution traffic is completed.
Storm sewer replacement work will take place on side branches of the stormwater system throughout the winter. Currently, the contractor is wrapping up storm sewer installation on the east side of Hume between Waverly Road. Once completed, the contractors then plan on moving to Hume Boulevard and Otis Street.
Traffic and Utility Alerts
TRAFFIC ALERT
Elizabeth Rd. and Thomas L. Parkway
Elizabeth Road is closed to thru traffic. The intersections of Elizabeth Road and E. Thomas L. Parkway and W. Thomas L Parkway will be closed but never in unison. One intersection will always be open to allow local traffic through.
TRAFFIC ALERT
W. Saginaw Hwy Lane Closure
W. Saginaw Highway has a single lane closure for westbound traffic between Clark and Robbins roads, Monday-Friday. There is no lane closure on Saturdays and Sundays.
TRAFFIC ALERT
S. Dibble Rd., Blanche Ave. and Hume Blvd Closures
Local Traffic is open on S. Dibble Avenue, Blanche Avenue, and Hume Boulevard. Please be aware this does not mean that construction is finished. There is still work to do, so please drive slowly and look out for crews working in the area.
Crews will provide property owners impacted by utility disruptions with a minimum of two days' notice by going door-to-door. If no one answers, they will leave a Bank ICD doorhanger with additional information.

Safety First
“Local Traffic Only”
If you see a sign that says "Road Closed Local Traffic Only" it means that the road is closed to through traffic, but vehicles that need to access a destination on that specific road are permitted to enter (i.e., residents who live there or visitors to a property or business).
We understand road closures and construction activity can be frustrating and inconvenient, but please follow posted detour signs and speed limits for your safety and the safety of workers.
